Metropolitan Cooperation Initiatives in Romania

In a competitive framework, the resource mobilisation power of individual administrative bodies is not enough. The planning and coordination of economic, social and environmental policies on territories that overrun administrative boundaries require new management models and new planning instruments.

Starting with 1998, the Institute for Housing and Urban Development Studies Romania S.R.L. (IHS Romania) participated in elaborating two components essential to the functioning of metropolitan voluntary associative structures, composed of cities and communes: (1) organization formulas and (2) the type of plan required for guiding the development of the metropolitan area.

Our office offered consultancy services directly to the municipalities of Bucuresti, Oradea and Ploiesti, and the results of these services were disseminated to the municipalities of Bacau and Targu Mures. The methodology of elaborating the territorial plans of the metropolitan area, financed by the Ministry of Transportation, Construction and Tourism and developed by IHS Romania srl, was used/ quoted within the GRASP programme for establishing Iasi metropolitan area.

The idea of posting on the IHS Romania website the information, data and models for establishing metropolitan areas was consolidated after the meeting organized in Bacau on the 9th of November 2005 between the Advisory Board of the Metropolitan Area Bacau and IHS Romania srl. The aim of the meeting was to explain how such an area functions and what are the advantages and the threats that such a process faces.

The attached documents describe the institutional development models: (1). The political / administrative structure, (2). The competencies of this structure and (3). Instruments that the structure has for achieving the economic, social development objectives of the metropolitan area, as well as the landscape protection and development.

We hope that this information will help the local authorities that are interested in cooperating for establishing a competitive metropolitan area that would contribute to reducing the disparities between the main indicators stipulated by the law 351, annex II and IV.
