Nicolae Țarălungă

Nicolae Țarălungă

Architect and urban planner graduate of the University of Architecture and Urban Planning Ion Mincu in Bucharest; MA in urban management at IHS/Erasmus University in Rotterdam; PhD in urban planning at the University of Architecture and Urban Planning Ion Mincu in Bucharest, he has over 30 years experience in urban and regional planning, and over 20 years of working in the field of urban development and project management, as director of IHS Romania. He acted as consultant for a variety of international projects in Romania, funded by the World Bank, EU-PHARE, USAID, DFID, GTZ, MATRA, and within projects developed in other countries (Moldova, Serbia, Albania, Georgia and South Africa) funded by UNDP, World Bank, SNV and SDC. The fields of expertise include: strategic planning, decentralization, institutional development, public consultation, land management, European projects management etc.


Sorina Racoviceanu

Sorina Racoviceanu

Architect and urban planner graduate of the University of Architecture and Urban Planning Ion Mincu in Bucharest; MA in urban management at IHS/Erasmus University in Rotterdam; PhD in urban planning at the University of Architecture and Urban Planning Ion Mincu in Bucharest, she is scientific director in IHS Romania. Her activities in the last 20 years include coordination of international projects, consultancy services, research and education, in the field of urban development management, with focus on strategic planning, local economic development, urban marketing, tourism and culture marketing, historic centers revitalization. She has worked in international projects, as a coordinator or as a consultant, both in Romania- in projects financed by UE-PHARE, USAID, World Bank, MATRA, GTZ, and in Serbia, Moldova, Georgia, Armenia, Crimea, Uganda – in projects financed by SDC, UNDP, World Bank.


Cecilia Popa

Cecilia Popa

Economist specialized in the economics of industry, construction and transportation, she is the economic director of IHS Romania starting with 1994, as well as fiscal expert since 2007. She is in charge with the financial management and the human resources, providing also support to the project acquisition process within the company.


Andreea Chină

Andreea Chină

Urban planning graduate of the University of Architecture and Urban Planning Ion Mincu in Bucharest and PhD candidate at the same university, she is junior expert in sustainable urban/regional development starting 2011. During this period, her main responsibilities were to: develop studies regarding the institutional framework for the Bucharest Strategic Concept for 2035, develop research papers and urban economy reports, studies in the field of decentralization process for the local governments, territorial development strategies for cross-border areas, for counties and for metropolitan areas. As local expert she worked for the World Bank in mapping the projects within the guides for investment, published in 2015-2016.
