A new release of the e-course on ”Decentralisation and Local Empowerment” within the Matra BCD Project

On October 25th 2005, at the National Institute for Administration (NIA), the third session of the course on "Decentralisation and Local Empowerment" was launched. The course is organised within the framework of the project "Building Capacity for a Decentralised Government in Romania", funded by the Dutch Government under the Matra programme. The participants come from the Central Unit for Public Administration Reform within the Ministry for Administration and Interior, the Ministry of Communication and Information Technology, prefectures and local administration bodies. Mr. Nicolae Taralunga – IHS Romania, National Project Coordinator and Ms. Gabriela Popescu, NIA Coordinator of the course, participated on behalf of the organizers, and the training team was represented by Ms. Miruna Grigorescu – e-trainer and Mr. Gabriel Dima – e-learning technical support.

For the duration of the Matra BCD project the course uses the Blackboard e-learning platform of the Erasmus University in Rotterdam.

The first meeting aimed at introducing the objectives of the course and the e-learning environment to the participants. During the following 7 weeks of distance learning, the participants have access to related literature, will verify their progress through on-line tests and will debate decentralisation topics with their colleagues and the trainer. The core of the course develops around a manual structured in 7 modules and the three case studies – decentralisation strategies for pilot public services developed during the Matra BCD project.

An important asset of the course is the interaction among participants from all administrative tiers, that benefit from sharing their experience with decentralisation and are forging a common understanding of the concepts and principles.
