Refresher Course ”Meeting Demand: Capital Investment Programmes: A vital element of municipal financial management in selected Central and Eastern European Countries”, Tirana, Albania

The refresher course was organized in Tirana, by IHS Rotterdam, Co-PLAN, IHS Romania and NUFFIC, and attended by participants from Albania, Lithuania, Armenia, Romania, Serbia. It provided for the IHS Alumni participants a good opportunity (1) to share experience and get new information in the field of multisectoral investment planning and (2). to link planning with the EU financial instruments.

In short, the course intended to help cities in CEE to design more effective and creative capital investment programmes, access alternative sources of finance, and hence improve their capacity to provide services, carry out their development projects, and make their cities more competitive.
